The instruction strand returns to the theme of high-quality mathematics instruction, bringing together the characteristics of instruction addressed earlier. The leadership strand continues its focus on supporting teacher learning by emphasizing how to address teachers' differing needs as they implement new practices. It also draws attention to the structures and processes (e.g., celebrating successes) needed to sustain improvement efforts, specifically the role of principals.
