At McREL’s Pacific Center for Changing the Odds, Richard develops research designs, collects and data, and writes reports. He also conducts formative and summative evaluations of programming related to Pacific education. Before joining McREL, Richard was an evaluator with Pacific Resources for Education and Learning and a teacher and academic counselor in the Republic of the Marshall Islands. Richard holds a bachelor’s degree in anthropology from the University of Chicago and a master’s in international education administration and policy analysis from Stanford University.
