Juan Flores, Richard Seder join McREL's Pacific Center for Changing the Odds

Honolulu — Science educator and school administrator Dr. Juan P. Flores and education policy expert Dr. Richard C. Seder have joined McREL’s Pacific Center for Changing the Odds. The Honolulu-based center provides staff development and school improvement services to schools and districts across the Pacific Region and serves as administrator of the U.S. Department of Education’s REL Pacific Regional Education Laboratory.

Dr. Flores, principal consultant, has been an educator for more than 30 years, serving many roles in public and private schools on Guam, Hawai’i, and in several mainland states, including superintendent of the Guam Public School System and dean of admissions and student financial services at St. Martin’s University in Lacey, Washington. Flores holds a Ph.D. in leadership studies from Gonzaga University in Spokane (WA) and an M.Ed. in educational leadership from the University of Portland (OR). At the Pacific Center, he will consult with educators and school leaders to improve the achievement of and opportunities for students across the region.

Dr. Seder, associate director, brings to the center a wide range of experience in education policy, including serving as program director and adjunct professor in education policy at the University of Southern California in Los Angeles, and president of Emergent Policy and Systems in Honolulu. Seder earned his doctorate in education policy from the University of Southern California and holds a master’s in public policy and management from Carnegie Mellon University in Pittsburgh (PA). In his role as associate director, he will help manage the REL Pacific contract.
